Should the Board of Regents adopt a proposed amendment to the Regulations of the Commissioner to repeal the provisions relating to Operating Standards Aid?

Background Information

 

The proposed repeal of section 175.43 of the Regulations of the Commissioner will eliminate an obsolete reporting requirement associated with Operating Standards Aid, which was consolidated into Comprehensive Operating Aid under the Laws of 2003 and 2004 and subsequently consolidated into FLEX aid under the Laws of 2005 and 2006.  This repeal is part of an initiative to streamline school district planning and reporting.  The content of the Operating Standards Aid Plan, specifically associated with Operating Standards Aid, will become part of school districts’ comprehensive improvement planning.

 

Recommendation

 

Staff recommend that the Board of Regents indicate its concurrence with the intent of the proposed repeal.

 

Timetable for Implementation

 

The proposed amendment will be submitted to the Board of Regents for approval at its May meeting.

AMENDMENT OF THE REGULATIONS OF THE COMMISSIONER OF EDUCATION

          Pursuant to Education Law sections 101, 207, 305 and 3602 and Chapter 62 of the Laws of 2003, Chapter 57 of the Laws of 2004, Chapter 53 of the Laws of 2005 and Chapter 53 of the Laws of 2006

          Section 175.43 of the Regulations of the Commissioner of Education is repealed, effective June 14, 2007.
