Issue for Decision
Should the Board of Regents approve the proposed amendment to section 100.2 (c) of the Regulations of the Commissioner relating to injury prevention and life safety education?
Required by State statute.
Proposed Handling
This question will come before the Regents EMSC-VESID Committee for approval in May.
Procedural History
The proposed amendment was discussed by the Committee in March.
Background Information
The proposed amendment to section 100.2 (c)
is necessary to conform the Commissioner’s Regulations to Chapter 242 of the
Laws of 2005, and requires school districts to add a course of instruction in
injury prevention and life safety education to existing curricula. The added course content will assist
adolescents to understand how to minimize the risk of injury and respond
appropriately if facing a life-threatening situation.
A Notice of Proposed Rule Making was published in the State Register on March 15, 2006.
Recommendation
VOTED: That paragraph (5) of subdivision (c) of section 100.2 of the Regulations of the Commissioner of Education be amended, as submitted, effective June 15, 2006.
Timetable for Implementation
The proposed amendment would become effective June 15, 2006.

AMENDMENT TO THE REGULATIONS OF THE
COMMISSIONER OF EDUCATION
Pursuant To Education Law Sections 101, 207,
305(1) and (2), 308, 309, 808 and 3204(3) and Chapter 242 of the Laws of
2005
Paragraph (5) of subdivision
(c) of section 100.2 of the Regulations of the Commissioner of Education is
amended, effective June 15, 2006, as follows:
(5) for all students, instruction in fire
drills and in fire and arson prevention, injury prevention and life safety
education, as required by sections 807 and 808 of the Education Law. Such course of instruction shall include
materials to educate children on the dangers of falsely reporting a criminal
incident or impending explosion or fire emergency involving danger to life or
property or impending catastrophe, or a life safety
emergency;
