AUTHORIZATION(S):
Should the Regents approve the proposed master plan
amendment for the State University of New York College of Technology at Delhi to
offer an Architectural Design and Building program leading to the Bachelor of
Technology degree?
Required by State statute.
This question will come before the Full Board on July 21, 2005, on its
consent agenda, where it will be voted on and final action
taken.
Approval of master plan amendments by the Board of Regents is required by
section 237 of the Education Law.
Because this would be the first baccalaureate level program in the major
mission area of engineering and the design professions at the College, a master
plan amendment is necessary.
The State University Board of Trustees, at its January 25, 2005 meeting,
adopted a resolution to amend the State University Master Plan to authorize the
State University of New York College of Technology at Delhi to offer instruction
leading to the Bachelor of Technology degree in Architectural Design and
Building.
The
proposed baccalaureate program is built upon the College’s long history of
offering instruction in the construction trades and especially its associate
degree programs in architectural technology and construction technology. The
College currently offers baccalaureate degrees in hospitality management, golf
course management, veterinary technology management, and information technology.
The proposed program meets the standards for registration as set forth in the
Regulations of the Commissioner of Education.
Recommendation
The Regents
should approve the proposed master plan amendment of the State University of New
York, effective July 21, 2005, to authorize the SUNY College of Technology at
Delhi to offer baccalaureate instruction in Architectural Design and Building.
Timetable for Implementation
This
approval will be effective until July 31, 2006, unless the Department registers
the program prior to that date, in which case master plan amendment shall be
without term.

College of Technology at
Delhi
The proposed program supports the mission of the State University of New
York College of Technology at Delhi to provide education in the design
disciplines. The College offers
associate-degree level programs including Architectural Technology, Civil
Technology, Electrical Technology – Electronics, Construction Technology, and
Carpentry and Building Trades. The College also offers Bachelor of Technology
programs in Information Technology, and Bachelor of Business Administration
programs in Veterinary Technology Management, Hospitality Management, and Golf
Course Management.
Program
The
proposed program is an upper-division curriculum that builds upon two related
A.A.S. programs (in Architectural Technology and Construction Technology) by
offering upper-level courses such as Reinforced Concrete Design, Structural
Steel Design, Building Sciences, and Building Codes, in addition to studio
courses. The 62 upper-division semester-credits would follow the 69-70 credits
of the A.A.S. curricula.
Other
courses in the B.Tech. program would include Architectural Design III-VI,
History of Western Architecture II, Building Environmental Systems, plus social
science and general electives. In their lower-division A.A.S. curricula,
students are expected to complete Algebra, Trigonometry, and General
Physics.
Enrollment
Admission to the proposed program would require successful completion of
an associate-level curriculum such as the College’s Architectural Technology
program leading to the Associate in Applied Science degree. The anticipated
initial enrollment is 15 full-time students with a total of 35-50 in the fifth
year of the program, to be drawn primarily from Delhi’s own associate degree
programs.
Faculty
Eight current, full-time faculty in the College’s Technology Division
would support the program. These include two faculty prepared at the doctoral
level (in civil engineering and in industrial design), three professional
engineers, and two registered architects who possess the Master of Architecture
degree. To further support the program, Delhi is committed to hiring an
additional tenure track faculty member who holds the M.Arch. degree or is
doctorally prepared in construction management.
Facilities
Major laboratories already exist on campus that are sufficient to support
the proposed program.
Planning Review
The U.S. Department of Labor and the New York State Department of Labor
project a steady market demand through 2012 for professionals and
pre-professionals in architecture and construction occupations. There are no
other institutions in the Central Region that offer a program similar to the one
proposed.
A canvass was conducted of all institutions in the Central Region. There
were no objections to the proposed program.
