Attached are summary recommendations with respect to charter applications. A total of 31 charter actions are recommended involving 31 institutions, including 5 libraries, 3 museums, 2 historical societies, 11 nonpublic schools, 8 institutions of higher education, 1 other education corporation and 1 not-for-profit corporation.
I recommend that the Regents approve each application in accordance with the recommendations contained in the respective summaries.

corporation by action of the Board of Regents on December 15, 2000 to operate a

A provisional charter was granted to this corporation by action of the Board of Regents on July 23, 1985 to acquire, preserve and maintain the former Erie Railroad Depot building and property located in downtown Port Jervis; to acquire by purchase, gift, devise or otherwise, the title to or the custody or control of historic spots and places; to preserve and protect buildings and sites of historic interest; to collect and preserve records, relics and other things of historic interest; to mark places of historic interest with suitable monuments and markers; and to foster and promote public knowledge of and interest in local and national history. The board of trustees has applied for an amendment to the provisional charter to change the corporate name to “Tri-States Railway Preservation Society,” to amend the corporate purposes to include authority to preserve the railroad history and heritage of a twenty mile area surrounding Port Jervis also known as the Tri-State area and, as so amended, for an extension of the provisional charter. Clifford A. Siegfried, David W. Palmquist and the Office of Cultural Education recommend that the provisional charter be amended to change the corporate name to “Tri-States Railway Preservation Society” but defer their recommendation on that portion of the petition requesting amendment of the corporate purposes and the extension of the provisional charter to give the corporation additional time to submit specific language for the amendment of its purposes, submit its questionnaire and complete two annual reports.

historic sites and structures, and preserve and maintain such sites and

exhibits and displays; to establish and maintain an historical research library
and archives and to promote and support historical research and scholarship,
issue publications in all formats, and organize historical and cultural

A provisional charter was granted to this corporation by action of the Board of Regents on June 26, 1964 to promote the welfare of museums, galleries of art and comparable institutions in Orange County, New York; to foster continuous improvement of these institutions through the development and observance of high standards of ethics, conduct, education and scholarly attainments; to encourage cooperation among these museums and galleries; to survey the possible need for further museums; and to cooperate with the duly constituted authorities of the State of New York in carrying out these objects. Such provisional charter was made absolute by Regents action on April 25, 1969. The board of trustees has petitioned the Board of Regents for the dissolution of the charter since the organization has not functioned since the early 1980’s. The trustees request Regents approval of the distribution of the remaining assets of the corporation to the Orange County Historical Society, an education corporation which was granted a provisional charter by the Board of Regents on December 14, 1971 and an absolute charter on September 15, 1995. Salmon River Visitor’s Center and International Sport Fishing Museum has petitioned the Board of Regents for a provisional charter. Friends of Salmon River Visitor’s Center and International Sport Fishing Museum, Inc. was incorporated under §402 of the Not-for-Profit Corporation Law on October 22, 2002. Upon the effective date of the consolidation of Salmon River Visitor’s Center and International Sport Fishing Museum and Friends of Salmon River Visitor’s Center and International Sport Fishing Museum, Inc., Salmon River Visitor’s Center and International Sport Fishing Museum will assume all the assets, liabilities and responsibilities of both organizations. Such provisional charter was made absolute by Regents action on February 27, 1970. Such absolute charter was amended on February 4, 1997 to add authority for the corporation to operate day care centers for children of employees of public schools in the East Meadow, Island Trees, Smithtown and Jericho School Districts, and in such other school districts as are eligible and willing to participate in such programs, to enable these schools to attract and hold qualified staff members. charter was amended on April 11, 1973, on June 28, 1974, and extended on June
27, 1975 and was consolidated by Regents action on June 21, 1979 with Jewish
Teachers Seminary and People’s University, a domestic corporation incorporated
pursuant to Chapter 593 of the Laws of 1935 and with Herzliah Hebrew Teachers
Institute, Inc., which was incorporated by action of the Board of Regents under
the corporate name “Herzliah Hebrew Academy, Inc.” on February 15, 1923 and
amended by Regents action on February 15, 1946 to change the corporate name to
“Herzliah Hebrew Teachers Institute, Inc.” Such provisional charter was amended
and extended numerous times, and was made absolute by Regents action on January
17, 1990. Such absolute charter was again amended by Regents action on September
19, 1997 and on April 29, 2003 to add authority for the University to confer the
degree of Doctor of Physical Therapy (D.P.T.) at the Main Campus in Manhattan
and at its Branch Campus in Huntington, New York. The board of trustees has
applied for an amendment to the absolute charter to add authority for the
University to establish a branch campus at Bay Shore, Suffolk County and to
authorize it to award at that branch campus the degrees of Associate in Applied

action on January 15, 1993 and March 16, 1999. The board of trustees has applied
for an amendment to change the corporate name to “East Side Institute for Group
and Short Term Psychotherapy” and, as so amended, for a further extension of the

psychoanalysts, focusing on the theoretical and clinical contributions of object

symposia for persons interested in or engaged in research or the application of
object relations theory; to coordinate research in object relations theory and
to encourage the interchange of ideas and personal contacts between people
engaged in the field and interested in object relations theory, philosophy and
clinical practice, and to organize a central information service to distribute
material related to the field and to publish printed matter relative to object
relations theory and practice; and to promote the recognition and acknowledgment
of the impact and contribution that the integration of American and British
object relations theory has had on the clinical practice of psychoanalysis,
psychotherapy and group psychoanalysis in the United States. Such provisional
charter was extended by Regents action on November 6, 1998. The board of
trustees has applied for an extension of the provisional charter. Johanna
