Report of Regents Cultural Education Committee to The Board of Regents
The Cultural Education Committee held its scheduled meeting on November 14, 2022. All members were present except Regent Susan Mittler, who was excused. Chancellor Lester W. Young, Regent Kathleen M. Cashin, and Regent Judith Chin also attended the meeting but did not vote on any action.
ACTION ITEMS
Proposed Repeal of Section 90.4, Addition of a New Section 90.4, and Amendment of Section 90.12 of the Regulations of the Commissioner of Education Relating to Central Library Services Aid and State Aid for Library Construction [CE (A) 1] - Department staff presented for emergency adoption proposed amendments to the Commissioner’s regulations relating to state aid for library construction and central library services aid.
The Committee recommends that section 90.4 of the Regulations of the Commissioner of Education be repealed, a new section 90.4 of the Regulations of the Commissioner of Education be added, and section 90.12 of the Regulations of the Commissioner of Education be amended, as submitted, effective November 15, 2022, as an emergency rule upon a finding by the Board of Regents that such action is necessary for the preservation of the general welfare to immediately align the Commissioner’s regulations with 389 of the Laws of 2019, Chapter 563 of the Laws of 2021, and Chapter 333 of the Laws of 2022.

Seconded by Regent Hakanson.
The motion passed unanimously.

The Cultural Education Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee's deliberations at its meeting on November 14, 2022, copies of which have been distributed to each Regent.

2022 Summer Arts Scholarship Program - Department staff provided an update on the success of the 2022 Summer Arts Scholarship Program.
