Report of Regents Professional Practice Committee to The Board of Regents

Regents Committee on Professional Practice 

Regent Norwood, Co-Chair, Regent Cottrell, Co-Chair, Regent Cea, Regent Collins, Regent Wills, Regent Catania, and Regent Hale. 

The Professional Practice Committee held its scheduled meeting on June 11, 2024. All members were present except for Regent James E. Cottrell and Regent Catherine Collins, who were excused. Chancellor Lester W. Young, Jr., Vice Chancellor Judith J. Chin, Regent Luis O. Reyes, Regent Aramina Vega Ferrer, Regent Shino Tanikawa, Regent Hasoni L. Pratts, and Regent Seema Rivera also attended the meeting, but did not vote on any action. 

ACTION ITEMS

Professional Discipline Cases [PCC EXS (A) 1 – 3; 7 – 8]

The Committee recommends that the reports of the Regents Review Committees, including rulings, findings of fact, determinations as to guilt, and recommendations, by unanimous or majority vote, contained in those reports which have been distributed to you, be accepted in 5 cases.  In addition, the Committee recommends, upon the recommendation of the Committee on the Professions, that 19 consent order applications and 8 surrender applications be granted, and further recommends that 4 summary suspension applications be granted.

These recommendations are made following the review of 36 cases involving seven registered professional nurses, four licensed practical nurses, three dentists, three pharmacists, two certified public accountants, two licensed practical nurses who are also registered professional nurses, two massage therapists, one certified public accountancy partnership, one dental hygienist, one licensed master social worker, one licensed practical nurse who is also a registered professional nurse who is also certified as a nurse practitioner in Family Health, one pharmacy, one psychologist, one respiratory therapist, one veterinarian, and one veterinary technician.

Restorations [PPC EXS (A) 4 – 5]

The Committee recommends that the application of Juliana Nwaogu for the restoration of her licenses to practice as a Licensed Practical Nurse and a Registered Professional Nurse in New York State be denied.

The Committee recommends, with Regent Adrian I. Hale opposed, that the application of Farid Uddin Syed for the restoration of his license to practice as a Pharmacist in New York State be denied.

Long-Term Clinical Clerkships [PPC EXS (A) 6]

The Committee recommends that the applications for American University of Antigua, Our Lady of Fatima University, St. Matthew’s University, University of Debrecen, Ben-Gurion University of the Negev, and Universidad Autonoma De Guadalajara, to place students in long-term clinical clerkships in New York be approved, in accordance with and subject to the recommendations of the Advisory Committee on Long-term Clinical Clerkships.

MOTION FOR ACTION BY FULL BOARD

The Professional Practice Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee's deliberations at its meeting on June 11, 2024, copies of which have been distributed to each Regent.

MATTERS NOT REQUIRING BOARD ACTION

Proposed Amendment of Sections 52.43 and 77.1 of the Regulations of the Commissioner of Education Relating to the Education Requirements for Licensure as a Physical Therapist [PPC (D) 1] – Department staff presented regulatory amendments to implement Chapter 594 of the Laws of 2023, which requires a doctoral degree in physical therapy for licensure.
