Report of Regents Professional Practice Executive Session Committee to The Board of Regents

Your Professional Practice Committee held its scheduled meeting on July 8, 2014. All Committee members were present except for Regent Geraldine D. Chapey and Regent Wade S. Norwood, who were excused. Regent Josephine Victoria Finn was also present but did not vote on any case or action.

ACTION ITEMS

Professional Discipline Cases

Your Committee recommends that the reports of the Regents Review Committees, including rulings, findings of fact, determinations as to guilt, and recommendations, by unanimous or majority vote, contained in those reports which have been distributed to you, be accepted in 5 cases. In addition, your Committee recommends, upon the recommendation of the Committee on the Professions, that 54 consent order applications and 11 surrender applications be granted.  [PPC EXS (A) 1-3]

In the case of Jon Laurence Green, Registered Professional Nurse, Calendar No. 25862, we recommend that the recommendation of the Regents Review Committee be accepted in all respects, except that the description of the nature of the second specification of the charges, appearing on both line 10 of page 2 and in the recommendation paragraph enumerated “3” on page 12 of the Regents Review Committee report, of “committing an act constituting a crime under New York State Law” be deemed corrected and that the description of such second specification, of “committing an act constituting a crime under the law of another jurisdiction,” be deemed substituted in lieu thereof.

In the case of Inna Sapozhnikova, Dentist, Calendar No. 25977, we recommend that the report of the Regents Review Committee be clarified as follows: wherever the name “Ina Sapozhnikova” is shown, the name of this dentist shall be deemed to read as “Inna Sapozhnikova”.

These recommendations are made following the review of 70 cases involving seventeen registered professional nurses, fifteen licensed practical nurses, eight dentists, four licensed practical nurses who are also registered professional nurses, three pharmacists, two pharmacies, two psychologists, two veterinarians, one architect, one athletic trainer, one licensed clinical social worker, one licensed master social worker, one pharmacy wholesaler, one physical therapist assistant, one professional engineer, one registered professional nurse who is also a nurse practitioner in adult health, one respiratory therapy technician, and one speech-language pathologist.

Restorations

Your Committee recommends the following:

That the application of Guillermo Diloné for restoration of his license to practice as a dentist in the State of New York be denied. [PPC EXS (A) 4]

That the execution of the revocation of Sanjay Patel’s license to practice as a pharmacist in the State of New York be stayed, that he be placed on probation for three years under the terms of probation attached as Exhibit A to the Report of the Committee on the Professions, and that, upon successful completion of probation, his license be fully restored.  [PPC EXS (A) 5]

That the application of Ilia Santini for the restoration of her license to practice as a licensed practical nurse in the State of New York be granted. [PPC EXS (A) 6]

That the application of Ralph Bazuro for the restoration of his license to practice as a certified public accountant in the State of New York be denied. [PPC EXS (A) 7]

Long-Term Clinical Clerkships [PPC EXS (A) 8]

Your Committee recommends the following:

That the application of Technion – Israel Institute of Technology, Technion American Medical Students Program to place students in long-term clinical clerkships in New York be approved, in accordance with and subject to the recommendations of the Advisory Committee on Long-term Clinical Clerkships.

That the application of Ben-Gurion University of the Negev to place students in long-term clinical clerkships in New York be approved, in accordance with and subject to the recommendations of the Advisory Committee on Long-term Clinical Clerkships.

That the application of Ross University School of Medicine to place students in long-term clinical clerkships in New York be approved, in accordance with and subject to the recommendations of the Advisory Committee on Long-term Clinical Clerkships, provided, however, that the duration of such approval shall be three years.

Madam Chancellor and Colleagues: Your Professional Practice Committee recommends, and we move, that the Board of Regents act affirmatively upon each recommendation in the written report of the Committee's deliberations at its meeting on July 8, 2014, copies of which have been distributed to each Regent.
