Report of Regents Higher Education Committee to The Board of Regents

The Higher Education Committee held its scheduled meeting on February 13, 2023. All members were present except Co-Chair Regent Catherine Collins, Regent Christine D. Cea and Regent James E. Cottrell who were excused. Chancellor Lester W. Young, Jr., Vice Chancellor Josephine Victoria Finn, and Regent Roger Tilles also attended the meeting but did not vote on any action. 

ACTION ITEMS

Proposed Amendment of Section 52.21 of the Regulations of the Commissioner of Education Relating to the Pilot P-20 Partnerships for Principal Preparation Program [HE (A) 1] - REVISED - Department staff presented proposed regulatory amendments for adoption as an emergency rule to extend the Pilot P-20 Partnerships for Principal Preparation Program end date from September 30, 2022 to September 30, 2025, permit an eligible public school district that has demonstrated leadership development expertise to serve as the Leadership Development Partner Entity in the partnership, and expand the flexibility for specific program requirements.

The Committee recommends that the Board of Regents approve the amendment of section 52.21 of the Regulations of the Commissioner of Education, as submitted, effective March 1, 2023, as an emergency rule upon a finding by the Board of Regents that such action is necessary for the preservation of the general welfare to immediately extend the September 30, 2022 end date of the Pilot P-20 Partnerships for Principal Preparation Program.

The motion passed unanimously.

MATTERS NOT REQUIRING BOARD ACTION

Proposed Amendment of Sections 52.21 and 80-3.7 of the Regulations of the Commissioner of Education Relating to the Student Teaching Requirements for Registered Teacher Preparation Programs and Through the Individual Evaluation Pathway to Certification [HE (D) 1] - Department staff proposed a revised regulatory amendment to allow the limited exemption for qualified candidates who are enrolled in a graduate program leading to certification to become effective upon adoption of the proposed amendment; revise the new student teaching requirements for candidates who enroll in a registered teacher preparation program in Fall 2023 or later; and extend the timeline to implement the new student teaching requirements for programs, and the corresponding new teaching experience requirements for the individual evaluation pathway to certification, by one year.
