Report of Regents Higher Education Committee to The Board of Regents
The Higher Education Committee held its scheduled meeting on April 17, 2023. All members were present. Chancellor Lester W. Young, Jr., Regent Roger Tilles, Regent Elizabeth S. Hakanson, and Regent Adrian I. Hale also attended the meeting but did not vote on any action.
ACTION ITEMS
Proposed Amendment of Sections 80-2.1 of the Regulations of the Commissioner of Education Relating to the Deadline to Apply and Qualify for the Provisional School Counselor Certificate [HE (A) 1] - Department staff presented proposed regulatory amendments to the Commissioner’s regulations to extend the date by which candidates who completed a registered program leading to Provisional School Counselor certification would need to apply and qualify for this certificate by one year to February 2, 2024.
The Committee recommends that section 80-2.1 of the Regulations of the Commissioner of Education be amended, as submitted, effective April 18, 2023, as an emergency rule upon a finding by the Board of Regents that such action is necessary for the preservation of the general welfare to immediately extend the date by which candidates who completed a registered program leading to Provisional School Counselor certification would need to apply and qualify for this certificate to February 2, 2024.
The motion passed unanimously.
MATTERS NOT REQUIRING BOARD ACTION
Proposed Amendment of Sections 80-1.6, 80-1.7, 80-1.8, 80-5.9, 80-5.24, and 80-5.25 of the Regulations of the Commissioner of Education Relating to the Initial Reissuance, Provisional Renewal, and Time Extension Requirements [HE (D) 1] - Department staff presented proposed regulatory amendments to revise the type of certificates that are eligible for the Time Extension and remove the Time Extension option for Initial and Provisional certificate holders, and instead, allow these certificate holders to obtain up to two Initial Reissuances or Provisional Renewals with more flexible eligibility requirements.
