Should the Board of Regents approve an amendment to the master plan of the State University of New York authorizing the State University of New York College of Technology at Canton to offer its first standalone bachelor’s program in the discipline of the physical sciences?

Procedural History
In July 2006, the State University of New York College of Technology at Canton submitted a proposal requesting registration of a Bachelor of Technology in Information Technology program. This program represents the College’s first standalone bachelor’s program in the physical sciences.
The Department conducted a canvass of all degree-granting institutions of higher education in the Northeast region. Three institutions responded with no comment.
Background Information
The State University of New York College of Technology at Canton seeks to amend its master plan to offer instruction leading to a Bachelor of Technology in Information Technology degree. Master plan amendment is necessary as the proposed program will be the College’s first standalone bachelor’s program in the physical sciences.
The current IT degree program offered by SUNY Canton is a University Colleges of Technology (UCT) consortium degree. This proposed degree will give SUNY Canton direct ownership of its IT program in a manner similar to what other UCT institutions have implemented.
The curriculum is designed to be application based with hands-on laboratories leading to a capstone experience that culminates in a semester long internship or special project. Along with courses in information systems, students will study various business-related courses designed to assist in building the skills necessary to become a productive member of the information component of industry or business enterprise following graduation.
The Department has determined that the proposed program meets the standards for registration set forth in the Regulations of the Commissioner of Education.
Recommendation
It is recommended that the Board of Regents approve the amendment to the master plan of the State University of New York authorizing the State University of New York College of Technology at Canton to offer the program in Information Technology leading to the Bachelor of Technology degree. The amendment will be effective until July 28, 2010, unless the Department registers the program prior to that date, in which case master plan amendment shall be without term.
Timetable for Implementation
If the Board of Regents approves the master plan amendment, the Department will register the program following gubernatorial approval, and the institution will proceed to recruit and enroll students.
