Committee Report | June 2011

Your Higher Education Committee held its scheduled meeting on June 20, 2011.  All members were present.

ACTION ITEMS:

New York Career Institute – Renewal of Institutional Accreditation.  Your Committee discussed and approved the renewal of institutional accreditation of New York Career Institute without conditions for a period of five years ending on June 30, 2016, with the stipulation that all recommendations in the report be met by May 20, 2013.

MemorialSchoolof Nursing – Institutional Accreditation.  Your Committee discussed and approved the accreditation with conditions of Memorial School of Nursing for a period of three years ending June 30, 2014, with the condition that all recommendations made by the peer review team are met by May 27, 2012.  The School would be required to provide a progress report, due May 27, 2012, on the actions taken to address the peer review team’s recommendations.

SamaritanHospital Schoolof Nursing – Institutional Accreditation.  Your Committee discussed and approved the accreditation with conditions of Samaritan Hospital School of Nursing for a period of three years ending June 30, 2014, with the condition that all recommendations made by the peer review team are met by May 27, 2012.  The School would be required to provide a progress report, due May 27, 2012, on the actions taken to address the peer review team’s recommendations.

CUNY New Community College.  Your Committee discussed and approved an amendment to the master plan of The City University of New York authorizing the establishment of the CUNY New Community College, New York, and its proposed A.A., A.S. and A.A.S. programs in the disciplinary areas of business, the health professions, the humanities, the physical sciences, engineering, and the social sciences.  This amendment will be effective until June 30, 2012, unless the Department registers the programs prior to that date, in which case master plan amendment shall be without term.

FeiTian College.  Your committee approved a master plan amendment to authorize Fei Tian College, Cuddebackville, to offer B.F.A. and Mus.B. programs, respectively, in Classical Chinese Dance and Music (Performance) as its first baccalaureate programs in the disciplinary area of fine arts.  The amendment will be effective until June 30, 2012, unless the programs are registered prior to that date, in which case master plan amendment shall be without term. 

Individual Evaluation Pathway to Teacher Certification Regulation.  Your Committee discussed and approved an amendment to Section 80-3.7 of the Regulations of the Commissioner of Education relating to certification in the classroom teaching service through individual evaluation. This amendment extends the individual evaluation pathway to September 1, 2013

Discussion Items: Items not requiring Board action

Mentoring Standards.  Your Committee endorsed the proposed New York State Mentoring Standards.

OpportunityPrograms.  Your Committee discussed an amendment to Section 27-1.1 of the Rules of the Board of Regents relating to student eligibility for the Higher Education Opportunity Program. This item will be submitted for action at the September 2011 meeting.

Early College High School (Smart Scholars).  Your Committee heard a presentation on the strategies Smart Scholars Early College High Schools (SS ECHS) are using to ensure the quality of instruction in college level courses provided to ECHS students.  A representatives from one of the SS ECHS partnerships, Yonkers Public Schools and Westchester Community College, shared the successful collaboration in planning and implementing a College Prep Skills course for the 9th grade Smart Scholars; and Cass Conrad, the executive director of School Support and Development at CUNY provided a brief overview of the structure and success of the Early College Initiative (ECI) at CUNY, which has an eight year history of developing early college high schools.
