The question will come before the full Board at its September 2010 meeting where it will be voted on and action taken. 

Procedural History

Terms for members of the State Professional Standards and Practices Board for Teaching are set forth in Regents Rule 3.14. The Board of Regents appoints members to four-year terms, with the exception of the teacher education student member, who is appointed to a two-year term. Board co-chairs are appointed for two-year terms.

The terms of seven members on the Standards Board expired as of June 30, 2010. Four of these members are eligible for and are being recommended for reappointment to the Board, each for an additional four-year term. An additional four members resigned before the completion of their four year term, creating vacancies in four unexpired terms.  Currently, eleven vacancies exist on the Standards Board. The individuals below are recommended for appointment or reappointment to fill eight of these vacancies. Two of these recommendations are to fill unexpired terms.

Background Information

The following members are recommended for reappointment: Richard Ahola (public member), Allison Cugini (teacher member), Dr. Jan Hammond (higher education member) and Dr. Lloyd Jaeger (school administrator member).

The following members are recommended for appointment: Julius Adams (higher education member), Debra Calvino (teacher member), Stephen Danna (school administrator member), and Kheita Davis (teacher member). A brief biographical sketch of these new recommended members and a list of the current membership are attached.

Dr. Gerald Mager (higher education member) is being recommended for appointment as co-chair.

 
Recommendation

It is recommended that the Board of Regents approve the following reappointments and appointments to the State Professional Standards and Practices Board for Teaching: Dr. Gerald Mager for the position of co-chair for a two-year term beginning September 14, 2010 and ending June 30, 2012; and Julius Adams (higher education member), Richard Ahola (public member), Debra Calvino (teacher member), Allison Cugini (teacher member), Dr. Jan Hammond (higher education member), and Dr. Lloyd Jaeger (school administrator member) for the four-year term beginning September 14, 2010 and ending June 30, 2014.

Stephen Danna (school administrator member) to complete an unexpired term beginning September 14, 2010 and ending June 30, 2012 and Khieta Davis (teacher member), to complete an unexpired term beginning September 14, 2010 and ending June 30, 2013.

Timetable for Implementation

Members’ terms will begin immediately upon appointment.

Dr. Julius Adams is Associate Dean for Special Initiatives in Education and Director of Accreditation of Daemen College. He is also the president of the New York State Association of Teacher Educators (NYSATE) From 2006-2010 he served as Associate and Acting Dean at St. John Fischer College,  from 2002-2006 as Associate Dean for Teacher Education at SUNY Buffalo and from 1997-2002 as Director at the School of Education at SUNY Fredonia. As an administrator he actively reviewed and revised the teacher education programs he oversaw to ensure they were in-line with state regulations and best practices. He directed efforts toward Fredonia’s teacher education programs NCATE accreditation and co-chaired all activities related to SUNY Buffalo’s TEAC accreditation. While at Buffalo he served on the SUNY Provost’s Teacher Advisory Council, and was appointed co-convener of the SUNY Deans and Directors of Professional/Education Programs and served as liaison between the SUNY Provost’s Office, NYSED and the SUNY Deans and Directors.

Prior to being an administrator Dr. Adams was an Associate Professor at SUNY Fredonia. He taught undergraduate courses in educational psychology, adolescent psychology, adolescent developmental, early childhood education, developmental psychology, and developmental learning and assessment in children. During his tenure as professor he was the recipient of the 1996 Who’s Who Among America’s Teachers, the 1993 Exemplary Service Award, the 1993 State University of New York Chancellor’s Award for Excellence in Teaching, and the 1991 Teacher of the Year award.

Dr. Adams received a B.A. in Psychology from SUNY Buffalo, a M.A. in Educational Psychology from SUNY Buffalo and a Ph.D. in Educational Psychology from SUNY Buffalo.

Ms. Calvino is the 2010 New York State Teacher of the Year. She began her teaching career as a high school special education teacher in 1981. She has been teaching high school mathematics since 1984 and in 2004 was appointed Mathematics Department Supervisor, grades 7-12. She is responsible for supervising, observing and mentoring 30 mathematics teachers in the Valley Central School District. She is the liaison between her school’s administration, mathematics teachers and district parents. She develops curriculum and coordinates Academic Intervention Services for the mathematics department. She conducts, organizes and plans mathematics professional learning communities within her district.

Ms. Calvino is a certified trainer in Decision Making for Results and Data Teams and has conducted several training sessions for her school district. She also conducts mathematics workshops for professional development and induction. She is the Coordinator of the District Mathematics Leadership Team for the New York State Math Resource Center. In addition to being awarded N.Y.S. Teacher of the Year for 2010 she has received the S.U.N.Y. New Paltz Dean’s Award of Excellence, and is a Rotary International Paul Harris Fellow. She has presented at numerous private and public colleges and universities as well as to the N.Y.S. United Teachers, Representative Assembly.

Ms. Calvino has a B.A. in Mathematics from Mount Saint Mary’s College, a M.S. in Special Education from SUNY New Paltz, and a Certificate of Advanced Study in School District Administration from SUNY New Paltz.

Stephen Danna is the UPK-12 Director of Curriculum and UPK-2 Building Principal at Hadley-Luzerne Central School in Lake Luzerne. He served as Director of Secondary Curriculum and Science Department Head for the Glens Falls City School District and the K-12 Science Director for the Burnt Hills-Ballston Lake Central School District. After working as an oceanographer for the National Oceanic and Atmospheric Administration for five years, and giving a presentation on the field of oceanography to a group of middle school students Mr. Danna decided to share his passion for science and become a science teacher. He is N.Y.S. certified in Biology, Chemistry, Earth Science and Physics and taught science for 13 years before taking on the role of Director of Secondary Curriculum at Glens Falls City School District in the year 2000.

Mr. Danna is the recipient of numerous awards including the Sopris West SAANYS Scholarship for Doctoral studies, the National Science Teachers Association Exemplary High School Science Teaching Award, and Summer Fellowships from the Institute of Chemistry Education at the University of Wisconsin at Madison and the Woodrow Wilson Institute of Chemistry at Princeton University. He has supported curriculum initiatives by securing grant funds from providers including the Quality Improvement Plan, the 21st Century Community Learning Center, the Model Transitions Program, the Federal Physical Education Program, the General Electric Fund, and the National Science Foundation.

Mr. Danna has been certified as a Breaking Ranks II trainer, a Curriculum Mapping trainer, a Globe Program trainer and a Danielson Frameworks for Teaching trainer. He has given presentations at many educational conferences including the Council of New York Special Education Administrator’s Spring Conference, the WSWHE BOCES North Country Superintendents Conference, CASDA Curriculum coordinator’s conference, NYSUT’s Celebration of Teaching and the 21st Century Community Learning Center Conference.

Mr. Danna has his B.A. in Biology from Maryville College, Tennessee, a M.S. in Oceanography from Old Dominion University, Virginia, a C.A.S. in Education Administration from SUNY Plattsburgh, a C.A.S. in Brain Research in Education from the University of Washington and is currently completing his Ed.D. in Brain Research at Sage Graduate School.

Ms. Davis is a 2006 National Board certified teacher who began her teaching career in 1993 at Mento Oaks Middle School in California. She has been teaching in the Rochester City School District at the Flower City School for the past 11 years. In addition to classroom teaching, Ms. Davis is a Literacy Coach and Lead Teacher. She has modeled and co-taught in Reader and Writer Workshops for teachers. She has implemented research-based reading interventions for first and third graders, conducted universal literacy screenings and collated and analyzed academic data to plan literacy instruction. She has served on a school-wide Leadership Team, School Based Planning Team and Career in Teaching Panel.

This summer Ms. Davis participated in the Ethiopia for Teachers Fulbright-Hayes Group Project Abroad.  She has also participated in the Saudi Aramco Educators to Saudi Arabia Program and the Japan Fulbright Memorial Fund Teacher Program.  She was awarded the title of 2010 Most Admired Women Teacher of African Descent, and was awarded the 2004-2005 Who’s Who Among America’s Teacher Award. Ms. Davis was a 2009 National Education Association Learning and Leadership grant recipient, and a 2009 Friends of Rochester Public Library Mini Grant recipient. She has given presentations at the Association of Mathematics Teachers of the Rochester Area’s Annual Spring Conference, the Second Annual Rochester City Math Conference, and the Rochester Teacher Center’s Socratic Seminars and Summer Institute for Teaching and Learning.

Ms. Davis has a B.A. in Magazine Journalism and International Relations from Syracuse University, a Multi Subject Teaching Credential (K-12) from Holy Names College in Oakland California and a M.S. in International Studies from St. John Fisher College, Rochester, New York.
