Should the Board of Regents approve an amendment to the master plan of Long Island Business Institute allowing it to offer its first associate’s degree program in the discipline of the Social Sciences?

Reason for Consideration

              Required by State regulation.

Proposed Handling

              The question will come before the full Board for consideration at its November 2009 meeting, where it will be voted on and action taken. 

Procedural History

On August 21, 2009, the Department received a proposal requesting registration of a program to offer an Associate in Occupational Studies in Homeland Security and Security Management and a Certificate Program in Public/Private Security Management or Homeland Security Management. This would be the College’s first associate degree program in the discipline of the Social Sciences.

A canvass was conducted of all degree-granting institutions of higher education in the New York City region.   The Department received six responses all expressing no objection.

 

Background Information

 

LIBI is authorized to confer Associate in Occupational Studies (A.O.S.) degrees on students successfully completing registered programs. It offers programs in the discipline areas of Business, Humanities and Physical Sciences.

LIBI’s proposed program has been designed in response to the events of 9/11 and the recognition that large urban areas are not adequately prepared for the impact of large scale natural or man-made disasters.  Graduates of this program will be prepared for entry-level employment with the security staff of a private or public company, institution, or facility, and will have acquired the skills and knowledge needed for advancement to supervisory and management responsibilities. 

The Department has determined that the proposed program meets the standards of registration set forth in the Regulations of the Commissioner of Education.

Recommendation

It is recommended that the Board of Regents approve the amendment to the master plan authorizing LIBI to offer an Associate in Occupational Studies degree program in Homeland Security and Security Management and a Certificate program in Public/Private Security Management or Homeland Security Management. This amendment will be effective until November 30, 2010, unless the Department registers the program prior to that date, in which case master plan amendment shall be without term.

Timetable for Implementation

              If the Board of Regents approves the master plan amendment, the Department will register the programs and the institution will proceed to recruit and enroll students.
