The proposed amendment was discussed by the Regents EMSC-VESID Committee at its March meeting. A Notice of Proposed Rule Making was published in the State Register on March 7, 2007
Background Information
The proposed repeal of section 175.43 of the Regulations of the Commissioner will eliminate an obsolete reporting requirement associated with Operating Standards Aid, which was consolidated into Comprehensive Operating Aid under the Laws of 2003 and 2004 and subsequently consolidated into FLEX aid under the Laws of 2005 and 2006. This repeal is part of an initiative to streamline school district planning and reporting. The content of the Operating Standards Aid Plan, specifically associated with Operating Standards Aid, will become part of school districts’ comprehensive improvement planning.
Recommendation
Staff recommend that the Board of Regents take the following action:
VOTED: That section 175.43 of the Regulations of the Commissioner of Education be repealed, as submitted, effective June 14, 2007.
Timetable for Implementation
The proposed repeal will become effective June 14, 2007.

Section 175.43 of the Regulations of the Commissioner of Education is repealed, effective June 14, 2007.
