Procedural History
On October 9, 2003, the Board of Regents authorized Middlesex County College located in Edison, New Jersey, to use Staten Island University Hospital for placement in five clinical courses of up to four students annually who are enrolled in its Associate in Applied Science (A.A.S.) program in radiography education. The College seeks to continue its authorization and expand to offer its clinical courses at the North and South Campuses of Staten Island University Hospital, expanding the number of students in clinical courses from four to seven students per year.
Background Information
The College has applied to the Board of Regents for permission to continue to operate in New York State until 2012 and expand the clinical sites to include the North and South campuses of the Staten Island University Hospital. It currently places up to four students annually in clinical courses on the North Campus of the Hospital. It seeks to expand the number of students participating from a maximum of four students to seven students in clinical rotations between both campuses of the Hospital. Students who reside in New York as well as New Jersey would participate in clinical practice.
Recommendation
It is recommended that the Board of Regents authorize Middlesex County College located in Edison, New Jersey, to offer courses from its Associate in Applied Science (A.A.S.) program in radiography education and expand to offer its clinical courses at the North and South Campuses of Staten Island University Hospital, expanding the number of students in clinical courses from four to seven students per year
Timetable for Implementation
Authorization would commence immediately and continue for a period of five years, ending on June 30, 2012.
Information in Support of the Recommendation
Middlesex County College, Edison, New Jersey, is a public community college established in 1964. It offers an Associate in Applied Science (A.A.S.) program in radiography education on its main campus. It seeks Regents permission to continue to use the North and South Campuses of Staten Island University Hospital to offer five clinical courses as part of it’s A.A.S. degree requirements. The Middle States Commission on Higher Education accredits Middlesex County College. Its radiography education program is approved by the New Jersey Department of Environmental Protection Board of X-ray Examiners and is accredited by the Joint Review Committee on Education in Radiologic Technology. Regents permission is required, pursuant to §224 of the Education Law, for the College to operate in New York State.
The A.A.S. program in radiography education is a two-year program that combines didactic and clinical courses and prepares graduates for entry-level positions as x-ray technologists. Seventy students are currently enrolled in the program. Graduates are eligible to sit for the examination of the American Registry of Radiologic Technologists and are eligible to apply for licensure in New Jersey or New York.
Because of its close proximity to New York, some of the College’s students are New York residents. The College will continue to offer clinical courses of the program at seven hospitals outside New York. No more than seven students would be placed at the Hospital each year. Middlesex radiography education students would not rotate through Magnetic Resonance Imaging (MRI) clinicals.
The College has a clinical education agreement with Staten Island University Hospital. The agreement provides that the Hospital determine the specific days, hours, and work assignments of the students. It specifically reserves the Hospital’s right to “accept students from other educational institutions for its clinical training program." Under those circumstances, the presence of Middlesex students should have no effect on New York institutions, if authorization is granted.
A canvass of all degree-granting institutions in New York City regarding this proposal resulted in ten responses. There were no objections. All responses indicated that the program would have no effect on their respective degree programs.
